As gas prices drop and California is have major buget shortfalls maybe it it is time to consider tacking an extra 25 cents a gallon to gasoline.
However since I don't trust California not to waste all of it I want half of the money to taxpayers not the power companies or oil companies to do home energy improvements.
With a particular effort on cutting consumer electric and heating bills while not reducing quality of life.

I hate (excessive)taxes too. Unfortunatly CA already is a very heavily taxed state. I think it already has one of the highest taxes on gasoline as well as sales taxes in the country. I think it needs to be careful or even more business will leave. California is well known as a "welfare state". Do you think it can crack down on this, but it seems to be a very liberal state.

What I would prefer is to tax gas higher and lower income taxes. This would incent people to use less fuel and make better choices.
